Move to the EU and change your store country.

Physically get up and move to a country that uses Euros on Steam, have a payment method from that country with a billing address from that country and make a purchase.

Put your stuff in your briefcase, move to the EU country, and make a purchase using a EU payment method with a specific billing address.

After your 3 month cooldown, sure.

Figure out how you were given your account info and secure your account before waiting for 3 months to change store country. You are responsible for account security.

No. The cooldown starts when it changed on your account.

In order for the currency to change from EUR to RUB, the hijacker would have had to buy games or add money to the steam wallet on your account.

Is this really what happened? So that you actually benefited from being hijacked?

Using stolen credit cards to buy gifts for other accounts is also a thing.
