Can I delete steam file history from my computer?
It's taking up 126 gigs in 4 gig .bin chunks

Most likely, yes, but what do you mean by "Steam file history"? Steam doesn't have any file history functionality.

if you are talking about windows file history then I'd say exclude the *steamapps*/common folder

Wow I'm dumb.
This is the file path
D:\FileHistory\name\DESKTOP-K2EGLVB\Data\$OF\54607

I mistakingly thought it was nested under steam

you're right, It's windows file history. I can delete all but the appdata/common folder?

*steamapps/common - my mistake. thats where the games are installed.

in the settings under updates then file history click on the 'more options' then scroll down to the excluded folders. add either the whole steam-folder or just the steam-(library)-folder. whatever you like best
