If a game (on steam) is free to claim for a limited period due to an anniversary or something, it'll be yours forever.

In the exact scenario you describe, you will lose access to it.
If a game that was free to play now costs $5 then I assume what would happen is the publisher would pull all the free to play licenses. Anyone who didn't buy the game would no longer own it.
But I don't think it's the kind of thing that happens very often, outside of early access.
