Issue playing the same game on 2 separate shared Libraries
So there are 2 accounts that I have shared to me. The owners could both have purchased the same game however if one owner is playing said game, steam won't allow me to play it off the other shared account. It seems to be giving one account priority over the other, any idea how to sort this out or could t be some kind of bug?

No, libraries are shared in their entirety. You aren't able to select specific games to share or exclude.

Additionally, for users that are borrowing multiple Steam Libraries, they will be unable to choose who they borrow a game from.

So steam essentially locks the game across multiple accounts if one person is playing it, no matter how many other accounts own the same game? So I'll probably just ask that person to temporarily stop sharing their account with me, seems a bit weird but okay XD

Yea, this is a thing that Valve still has not fixed (as in, providing a user-friendly solution). It happens when two or more people are sharing libraries to you and the same games are in both libraries. Fortunately, there is a manual fix. Check this post for instructions on how to alter the priority of whose game you will make use of
