The store gave me the same message, but the buy for friend button was still greyed out.

That doesn't work, it doesn't actually remove the game, just hide it.
There is no way to buy it on an account that already owns the game.
Then i'd say it sounds like alcohol was involved. They made the change and prevented you from re-buying a game you already own and had removed over a year ago because people were accidently re-buying games and re-activating old keys that they had removed. It prompts you to restore the game instead.
The only way you could do that was if the pack involved content you didn't own with the base license. Like you can buy a deluxe copy of the game if you own the standard and it just adds the content of the deluxe copy.
And? That doesn't change how Steam and packs work.
Nope, just doesn't want to admit he is wrong. They changed how removing the games from your account works over a year ago because people were being dumb and removing and re-buying games and that would re-activate their license. The result of that is that you can't use that trick to re-buy the multi packs anymore.
Steam doesn't care because the multi-pack games are dead and you can't even sell new games like that any more.
Yep, because ALL packs work that way. IT doesn't matter what game it's for.
Doesn't matter if its a 2 pack, 6 pack, or 8 pack, they all work the same way by activating one copy in your account first which is blocked when you already own the game. Steam changed it so you can't re-buy any license you already own. So the only way you can buy a pack while owning the original is if its a different appid aka a standard vs a deluxe version which has 2 different id's.
Just tested it. I had Sanctum 2, and "deleted" from library through Support. Tried to buy the 4-pack, I got as far as the screen just before hit "Buy", it didn't give the option to restore the game
As I didn't want to risk spend that amount of money, I tried buying just one copy and it let me do it. I just request a refund.
BUT, the original copy I had was activated through a key, shown like this in Support page
So this fact might have something to do
Yep, if its a wierd activation like a bundle or a promo they can get assigned a new app id which tends to break things on Steam. If you bought it normally like most people did on Steam it doesn't work because it detects you already have the normal key for the game.
Same thing sometimes if you got a review copy or other non standard key.
Yeah, that's what I thought. I remember already testing to buy a "deleted" game and it didn't let me. Might do more testing some other time
