100-200 fps on a $4500 pc
Hello!

Getting extremly low fps, game is choppy NEW BUILD. What can be wrong?

MY RIG:
Geforce RTX 2080ti
Intel i9-99000ks CPU @4:00GHZ
15.92 GB RAM
165HZ monitor.
1TB hardrive

Windows 10
completed new bios update, graphics card update///

Do the benchmarking and various stress tests suggested.

But you may in fact be on the right track. You have to remember just because you bought something 'new' doesn't mean it's not already 'broken'. I've had components go bad after only like 3 weeks, while some old bits have lasted 20 years.

But do the testing first before leaping to that. Rule it out :)

Low settings will not always improve the FPS. For example, on my system in CSGO if i lower my settings i drop to 80 - 150 fps where as if i put them on the highest, my fps sits around 180 - 310.

Keeping in mind i am running a i9 9900k, 2x 1080 TI's in SLI and 32GBs of ram.

You do realise that spending 4 times more than usual doesn't equate to 4 times more performance right? The 90/10 rule applies, getting that last 10% performance takes 90% of the budget.

That said, it shouldn't be choppy.

If you have a G-Sync monitor turn G-Sync off so it reads correctly.

You dont need to do a "stress test" just the normal one which is free.

you always get them from the manufacturer.

OP have you tried doing a fresh install of your gpu driver?

you can use DDU (display driver uninstaller) to completely wipe your gpu driver, then do a fresh install of the latest driver, if that doesnt work do a fresh install of the driver before the latest one to see if that was an issue.

never use microsoft drivers, they are always generic drivers that are either faulty or out of date and as always, get your gpu driver from the manufacturer, the rest of your drivers are explained below.

make sure all hardware is seated properly and everything is connected to your power supply, as well as the extra optinal cpu plug on your mobo is plugged in and both gpu plugs, use good brand wires, not those cheap ones or it may cause issues, make sure you gpu has enough wattage to run everything you have connected and has a high efficiency.

there are quite alot of things you can do to optimize your computer so it runs as fast as it can and like new for years, one i will suggest is (your choice) is "advanced systemcare" and "driver booster", you can google those to see their benefits, either way they are a great help in many ways, the rest i wont list as its quite a long list of things, but needless to say, the better your computer runs in general due to optimizing and maintenance the better your performance in games should be (providing the devs of said game optimize and keep their game running as best it can and no updates or drivers are faulty).

clean your computer bi-weekly or monthly so its free of dust (optionally... use dust filters on your fans), clean and delete any and all %temp% files, run disk clean up, ect... weekly.

make sure your computer power options in OS and gpu settings are set to "high performance".

i realize you using win 10, i dont use it (i run win 7 pro 64bit), but you could be having an issue with a win 10 update (many people have issues with win 10 updates causing poor performance in their games), maybe a roll back to a older version or a reformat and fresh install of your OS might be needed.

you also should be running an ssd, in general and suggested by many, you should be running your OS on its own ssd, all your game store apps and their games on their own ssd and hdd's for storage.

seeing as your using an hdd, have you defragged it lately? that should be done quite often when using an hdd, but i still suggest what i mentioned above.

always practice safe browsing and downloading, always check for malware/viruses/ect.. weekly, also never ever use those steam skin gambling sites, not only can your profile be hijacked but they can give you malware/viruses.

run ad blockers and script blocking when browsing websites, it will help prevent malware and viruses as well.

if your running any overclocks try tuning them a bit to see if it helps, if not try turning them off and running at default to see if that helps (could have a stability issue), also test your hardware when possible as you may or may not have something going bad or faulty from the manufacturer.

mess with the in-game graphic settings with all combinations possible, you may find one or more are causing poor performance, also the devs of said game may not have completel optimized for the latest hardware out or the latest drivers yet, so that could be the issue.

keep in mind, that in most games (not all of them) are configured to use more cpu on lower settings and more gpu on higher settings, with mid settings balancing the cpu and gpu usage, so messing with them to find out what works best will help quite a bit.

as for temps you can keep them down by keeping the room the computer in at a low ambient temp (i keep mine around 70-75f and i run 9 3000rpm noctua fans, plus the 2 fans on my highend heatsink, my cpu and gpu never go above 45c).

also if you have a program from your motherboard or gpu (i have "AI suite" and gpu tweak 2 from asus), you should run fan curves to ramp up as your temps rise (if your using air cooling), you can also set cooling curves for liquid cooling as well to high the pump flow as heat rises.

also as a suggestion (your choice), running an UPS battery backup is always a good thing to do, it can not only protect your computer (from blackouts/brownout/ect..), but it can clean the power (convert from AC to DC then back to AC), regulate fluctuations and protect from noise, among other features (depending on how good of a UPS you buy), also running your computer on a dedicated outlet straight from the circuit breaker can help.

make sure you have all microsoft C++ visuals installed and/or updated to latest versions (you can find a all in one installer on google), make sure you have net.framkework 4.8 installed dx installation or not faulty and up to date, ect..

im just putting this out there for you to do and most or all of it may be of some help, its your choice, also if you need to figure something out or see what does what, you can always use google to find info or vids and guides on optimizations to explaining certain things you want to know or do.

The manufacturers submit drivers and hardware to Microsoft's WHQL (windows hardware qualification lab) where they are tested and if proved stable included in the windows installer downloads, disk distribution and windows update. The drivers are neither generic nor faulty, the only thing you could argue is that they're out of date. But for stable (mission critical) systems, these are the drivers you want.

If there are no whql drivers at all, then you get the generic ms attempt to get it running, and you either bought the latest of the latest, or some real cheap piece of crap.
