About unlocker: x.x; I see, yeah I didn't know you'd get a 404. That is the official site of the freeware software though. Sorry.
Looks like the file got taken down for some reason. Yeah I didn't test the download link.
https://www.majorgeeks.com/files/details/unlocker_portable.html
try this site.

edit:
It has a video on how to use it, doesn't require installing, but it does need extracting. (you can use window's internal extractor for that)

1. Open File Explorer (press Windows logo + E), navigate to This PC > Local Disk (C:) > Users >Select your User profile.

2. Right click on your User profile and select Properties.

3. Click the Security tab, under Group or user names menu, select your user name and click on Edit.

4. Click on Full control check box under Permissions for authenticated users and click on Apply and OK.

5. Select Advanced under Security tab.

6. Select your User profile under Permission entries and check on Edit, customize the permissions level and click OK.

7. Check the option Replace all child object permissions entries with inheritable permission entries from this object.

8. Click on Apply and OK to save changes and check if the issue is resolved.
Lol, sounds like default windows warnings and settings.
There are a couple of ways to circumvent it, but yeah.

I think you may want to simply take ownership of the file and get deletion rights that way. Its the simplest. You can also mess with access permission settings and add your account between them so that you can do whatever you want with it, but it takes longer.

Unfortunately its a scheme that seems to be modern. People being locked of most of out of their own phone's functionalities and stuff.

Just a note: you might also want to look into Data Execution Prevention settings and... e.e; put it on windows items only if its not on that.
if content is made by old user name on diffrent disk and now you have new OS and user as admin, you could run into inherit access permissions

and
ElvisDeadly seem to explan that. but again best guess what has happend or if you even know, is a diffrent matter.

its the old Steam file i got on my D drive, now i reinstalled it on C drive but the old one (0 byte) is impossible to delete (even tho i uninstalled it via control panel the file stayed there).
There are numerous files and folders across Windows that even standard user admins can't manipulate. This is by design to (hopefully) prevent the old problems of deleting system32 and the like.

Those files and folders need to be taken full control of in more advanced administration settings than most people would ever even look to find, and honestly should just leave well alone.

This is because you don't have ownership over the folder or whatever folder it's inheriting permissions from.

yeah but the file that just wont give up is an old Steam folder on my D Drive, (my new steam files are on C now but this one decided to stay after Uninstalling steam on Control Panel)
can you add that steam lib and choise is rep it same place you add it. right click on the added steam lib. ( this is to see if steam take access on it )

If it's empty and you aren't going OCD over it, just leave it alone. It won't hurt anything being there.

If it does in fact irk you something fierce, you'd have to take permission of the folder it's in.
E.g. C:\Games\Steam take permission of C:\Games.
i hate windows for this, i build my own pc but i dont have fully control over it

It's both good and bad. By and large I know how to work around it and since I'm in professional I can actually do it, but for the vast majority of users they don't need even half of the permissions they still have.

as snapjack point out , you dont want run as admin with full controll , its user with some rights today, its more secure , but dont forget if you not a user , that mean all that have acces to pc also can make alot of harm. if snapjack ws a mean person and he is admin it will take him 2sec to crash such system.
