As long as they are not in the Learning or Profile Features Limited phases.
Free-to-play games generally don't afaik. There's also the other things that go with the free-to-play games like not being able to earn card drops unless you spend money on them, and them not appearing on your library should you delete them. If you spend money on said game, they can show up but again, I haven't tested this enough to be sure.
If you seriously want to increase the number of games owned, check out Humble Bundle, Indie Gala, Fanatical et al. Bundles of games sold LEGITIMATELY far cheaper.
Avoid the cheapo dodgy key resellers whose names I cannot mention.
1. Free2Play games don't count. Unless you paid to make it a premium license. This is different than the free for a limited time games.
