Slow steam download (compared to other platforms aka epic/gog)

Currently my steam download speed seems to wobbling around 3-7MBps while i have an internet connection of 500mbps.
On other platforms like epic i can easly get the 60MBps that i supposedly should get, unlike on steam that it takes around 1-2 min to get up speed (it will start @ 200KBps then move slowly up till 2 min later its around the cap of 7MBps(the max cap seems to varrie a bit.

Things that i have tried to fix this problem
-restarting (router/pc/steam)
-uninstalling and installing steam
-change steam library locations
-changing steam server
-clearing download cache
-changing/clearing dns
-set high priority in task manager
-starting windows in safe mode with network and test download speed
-downloading @ different times of the day peak and off hours

no matter what i do it always seems slow while if i swap to epic and click download it will immediately go up to the 60MBps.

Any solution you guys might have is apreciated

Talk with own ISP.

ps.
use another pc as test master you know work from diffrent place. to test your location. either you get same test or you dont.(own equipement or ISP issue ? )
