That's only to earn a free drop for Free-2-Play games that have Steam trading cards. But cards can be bought directly from the Steam Marketplace. You will need to have funds in your Steam wallet to purchase anything from the Steam Market.

Free-2-Play games can't be bought. They are funded by people buying microtransactions to unlock in game stuff. For every $9 spent you will earn one free card drop.

For non F2P games, yes, if you buy it and it has Steam cards you will get some cards for free by playing the game. But you can't get a full set so you will inevitably need to buy cards from the Steam Market to complete the sets to craft badges and earn XP to level up.

The least expensive way is to buy cards directly from the Marketplace.
