In that case, that's bugger all to do with Valve. It's just how servers work (and fail).
In any case, all you can do is leave it and return later. If it's a wonky server, then it'll get removed from the network soon enough.
Typically, when there's either issues like this or net congestion I leave any purchasing until last thing before I go to bed.
Nope it does not work like that.
ALL online shops, no matter who they are, use the SAME banking system.
And one of the things with the banking payments system is that the handshake between vendor and bank is pretty short - a mere couple of seconds. It's deliberately kept that short to prevent fraud.
The downside of this though is that if your store is busy and succssful, you'll get failures.
And there's NOTHING that can be done about it from their end.
All you can do is simply wait until later. For myself on days like today, where we're still under the coronavirus lockdown and there's at least one major game release, I save any payments I want to make until verylast thing before I go to bed.
Simple answer - it's unavoidable for these reasons, so if they can't change it, then you CAN avoid it by adjusting your behaviour.
I also noticed I had to log into the web browser Sream which is normally always logged in.
It's usually only an issue Valve's end when there's serious congestion on their end (like during sales events bi annually).
And it's not just Valve that often do this (though your mileage will vary). as Many online sites will have their own checks for third party providers and so on. They can often be slow.
So if this is an issue for you going forward you might want to think about getting a more recognised provider, like a regular bank or a better one?
