I don't have the game, but I want to buy a DLC and family share it with a friend who does have it.

pretty much the title,
I Don't play Guilty gear Xrd but a friend of mine does, and he wants the Rev 2 DLC, I cannot gift it to him since we are in different regions (i think steam cracked down on regional gifting but i don't know about DLC though) , so i wanted to just add it to my library and let him use it through family share

1- will i be able to add the DLC to my library even though i don't own the base game?
2- will he be able to use afterwards through family share?

You can't buy DLC for a game not owned on your account.

A guest will have access to the lender's DLC, but only if the guest doesn't also own the base game. These items remain the property of the account that purchased or acquired them, whether borrowing or lending the base game.

You won't be able to family share DLC to another user. Even if you own the base game, and try to share the DLC it will not work.

DLC and in-game content

A borrower will have access to the lender's games and DLC, but only if the borrower does not also own the base game. If a they already own the game, they'll need to purchase the DLC themselves in order to play it. For free to play games, DLC cannot be shared since all Steam users "own" the game.
