Playing a game after a refund applicance
I just bought two DLCs for Train Simulator (DB Class 424 and ICE T). However, I realized I was looking for the Class 423, not 424. I applied for a refund, they are working on it now. In the meantine, can I play Train Simulator or do I have to wait a whole week till the refund is accepted? It says that you cannot play the main game for more than two hours after the purchase of the DLC, otherwise I cannot refund. Since I already applied for refund, can I play the main game now or will they tell me that after I begged for refund I played the DLC?

Wait until your refund request is accepted before adding more playhours to your total.

I have to wait a whole week? Steam has to improve this. In a week time from now, my holiday ends and I can't play video games anyways. Awesome.

Mind you it takes at best 2 days for the application to be accepted.

Accepted, not refunded. When the refund request is accepted, then the game or DLC will be removed. After that you can continue to play the game.

After submitting the request, the clock does not stop so if you were to keep playing before the approval of the refund, then it could effect your ability to refund said product.

I believe DLC goes on the base game timer for refund limits. Because Steam can't measure how much time you've spent on the DLC.

DLC purchased from the Steam store is refundable within fourteen days of purchase, and if the underlying title has been played for less than two hours since the DLC was purchased, so long as the DLC has not been consumed, modified or transferred. Please note that in some cases, Steam will be unable to give refunds for some third party DLC (for example, if the DLC irreversibly levels up a game character). These exceptions will be clearly marked as nonrefundable on the Store page prior to purchase.

Refund never took me more than 2 to 3 days. I doubt it will be a week.

last time I requested a refund I had to wait for six days for it to get accepted and it took them a week to actually give me my money back ( even though they do have a local company's bank account).

Any account changes will delay the request.

Doesn't matter if it is local or not. That is normal for external payment sources.
