"steam failed to send message. please try again later" . and this one only happen to me when i tryin to send chat to my friend. but thats not happen when my friend send chat to someone else. is there any suggest ? please help ...

I have the same error.
But only with 1 steam-friend. With other friends it works well.
So i doubt that it is a steamsided issue. If it would be steamsided, It would happen with all friends.
But it happens with only one, the most important one :(

She uses handy (steam app), if this info helps. Is there any solution?

Another friend also uses steam-app, but with him it works fine.

Regional servers are a thing and yes, it is a Steam sided issue.

I had same problem today but i think i somehow fixed it! I just changed "Download Region" to other, restart steam and then switched back to mine and now it's working perfect but i'm not sure if it's fix or i just have luck.

To change download region, open settings and head into "Download" tab and here you can change download region.

Well its happening again.. granted it was longer than 1 day break from this issue.
