My internet's download speed is 34.02 Mbps, 5 ping, 0.48 upload speed Still Steam downloads are slow.
It was first downloading at 500 kbps but then I tried to find solution on internet but it just made it worse. Now the download speed is less that 50 kpbs I tried -

- Running Steam on administrator mod
- Changing Download regions (all of them)
- Setting Steam priority on high and
- Running on all available cores
- Closed all tabs or videos or anything related to internet
- Troubleshooted network tried changing IPv4 or Ipv6 but after getting no result set it on default/
- Did some tweaks on my PC for performance increase on my PC thought it might me interrupting with download
- Cleared Web browser and Download cache
- Tried uninstalling steam
- Deleted everything except Steam apps and Steam .exe and re-downloaded everything
- Turned of my firewall
- Excluded steam folder from my Windows defender
- Closed all resources hogging programs
- Updated my network driver

Still no results... Plz help

Speed tests still normal?

What do you mean what changed? Well other things (On different programs) are downloading at enormous rate I can even watch any kind of video in 4k still video won't buffer but on Steam, for some reason download speed is not crossing 500 kpbs. And yeah that result is from speed test so everything seems fine to me.
Its the first step to solve a problem, to think about what caused it at that time.

I just played games to be honest didn't fiddle with anything it changed on it's own.

Did you try what happens if you untick ipv6 protocol in windows network adapter settings?
And just keep ipv4?
(Dont know about your connection, so just do so for this test)

Thats what i remember from those. You could use the search function to find similar topics. And meanwhile also contact support of steam

Lol this is not even a joke but just 10 minutes ago I already unticked Ipv6

And even after unticking Ipv6 still no effect.
You mentioned you made it even worse. So without solving that first, it will be difficult to know if a fix could solve the initial problem

Yea... Well tell me bout it. I feel like I tried everything, I even tried rebooting and receiving beta updates for steam.

Well now it start's at 6mbps and then drops quickly in 10 secs to 500kbps I mean why cap is 500kbps? it must be an error from Steam plus as I already mentioned other things are downloading really fast or even streaming is done super fast.
