Yes, it's a scam. Do not add anyone someone who claims to be a steam "admin".

1. Don't ever login from 3rd party sites period. Too many scammers are making it a trend to make a fake login sites.

2. Never download random things, or install random things, or even visit random pages putting details onto it.

3. Never share login details with anyone, as no one should be asking for such. Support, and moderators will never ask for anything from you, or trade with you.

If anyone claims to be, or impersonating as support/moderator, even using those fake gifs, photoshop, or etc report them ASAP, as well block them. Again support and moderators will never contact you for anything, or trade with you. Make sure to not fall for email scams as well, as once scammers know your email they photoshop a fake image, and try to trick you whatever false lies, to get you to click on a link from the email, to try and get your login details, so check the email address for anything as you don't want to fall victim for anything.

4. I recommend change your password for your Email account, also recommend that if it support 2FA, I suggest adding it.

No one from Valve is going to contact you via friends or a profile or on a screenshot. So in general, I would ignore everyone who claims to be an "admin". Plus, Steam doesn't really have "admins"; they just have employees and support folks. Most but not all employees have this badge: https://steamcommunity.com/id/afarnsworth/badges/11

Someone in my friend list is telling me to add this guy and tell him that i'm innocent, because he "accidentally" reported me. I told him that I'll be fine, since I didn't duplicate items. He still insists that I add the guy and tell him.

That's a scam. Seen it a thousands times. Unfriend, block, and ignore them. Don't engage in those discussions.

Like I said, no one from Valve will contact you. And if they won't contact you directly then they most certainly won't contact you through another person. Makes no sense.

Additional note:
In the event that you are reported for something you never did, you can safely ignore it. No action will be taken against your account since, well, you didn't actually do anything.

on a side note, the guy sent me a video of his "friend" banning someone. look sketchy to me.
