Open your main browser (the one that opens when you click a link), go to settings and disable auto-detect proxy settings.
I’ve been told over and over how we have no proof something is being throttled down, but sure is suspicious.

Open Windows "Internet Options", "Connection" folder, click in "LAN configurations" and uncheck "auto-detect configurations".

I have 2 folders, one on C: drive and one on D: drive, both of them are slow-
I don't have anything that could interfere with Steam, maybe BitTorrent but closing that didn't help either.
I don't have network problems, i'm not lagging in online games, only my downloads are slow and only on steam, and even steam downloads were fine like a month ago. I didn't change anything in my network settings, except opening a few ports, but that shouldn't interfere with Steam AFAIK.

Here are two things you can and see what happens, it be very informative but but it can be cumbersome to do:
1: Try another computer on the same internet connection. If you or a family member has another PC that you normally don't use Steam on then this is easy, if not a friend with a laptop could also help you test this.
2: Try the same computer with another internet connection. This is real easy if you are using a laptop, just bring it to a friends house. Even if you don't use a laptop for gaming you could bring one to a friends house IF you have a laptop and it was still slow in test 1.
You could even use your 3G connection on your phone for this (if it supports speeds above 100kb/s), you could try to download something small if you have very limited data like Codename Gordon which is only 38 MB: steam://install/92
Try doing both of these if you can and see if anything changes, this is very helpful for ruling out either your connection or your PC as the cause of the problem.

But what could block only steam? I didn't have such problems 1 or 2 months ago, and I didn't change anything in my router except opening a few ports.
So you did test 2 right? You should really try test 1 if you can just to really pinpoint the issue. If another PC that you never use have the same exact issue then you can be extra sure that your PC is not causing this in some way.
Again, the safe mode test can also be good for confirming that it still won't work.
Another really helpful thing to test is to try another router, ask a friend if he can bring his router (that he knows works fine with Steam) to your house but you said you have a combined router/modem?
You can't set it to do only modem and shut down all routing stuff and use an external router?

I guess I could set it to do only modem, but only in the night, I don't want to screw with my family because of this.

At some point it might be best to call support for your ISP since I assume you got the router from them, they should be the one who looks into this.
