Extra games copies

I want to gift my friend a copy of Starbound, but due to the difference in prices between or countries, Steam will not let me buy the game for him. However, there's this four copies pack, wich gives me four/three Starbound copies to gift to my friends. Could I send my friend one of this extra copies without Steam stopping me because of the difference in prices?

The only ways around this is to remove the game from your account through support and buy the 4-pack yourself, gifting 3 away and eating the cost.

Or send a gift card to your friend.

If the price difference between the 2 regions is more than 10% after currency conversion, you can not gift it. The original regional restrictions still apply, if the game has them.

Just send him the Steam wallet gift funds, then he just have to buy it on his account.

Hence why you can't gift. It's designed so people can't buy a copy at a lower price in one region, and send it to someone where the game is in a higher region.
