Steam games causing system issues after they've been closed

After I close a game like Temtem or MadOut2 BigCityOnline I noticed that my Windows 10 pc was acting a bit laggy. I really noticed a problem when I tried to use an external HD and it took a long time to get anything to show up. It says "Working on it...." for about 10 to 20 sec every time I go from one screen to the next. I decided to check the task manager to see if I could force something to shut down and stop hindering my system. After full screening my task manager, it started flickering and I noticed some red text saying "high system use" for the task manager its self!!

I resized the task manager much smaller and it became more useful. Nothing seemed like it was overusing the system. Next I made Explorer restart and it had no effect so on to step 2!! I logged out of my Windows 10 account and back in with my pin and no more problem. Everything back to normal. I tried another game and quit and the problem was back until I logged out and back in.

Has anyone had to deal with this before?

Pretty much - Programs should release all resources when they close completely. Even if the program leaks resources, Windows (as well as other modern operating systems like Linux and macOS) cleans up all the program's resources when it fully terminates.

Update!!! I can't believe I did such bad testing. It's just "MadOut2 BigCityOnline" causing the problem! I started 3 other games and quit them with no issues but every time I start MadOut2 BigCityOnline and quit, the problem is back!! I will alert them in their discussions!!! TY for the replies! I guess I'll have to relog when I'm done playing!! Crazy game!!
