Did you clear your broswer cache?
What broswer are you using?
Why logging in from your smartphone?

Which are you linking Steam to Gog, Square Enix, Bethesda, Capcom, or what? It may need you to have your profile public, not sure.

More information please.
Some account linking ( in my experience ) can be more work than others.

Once you have the correct version of Steam, you can then link your Steam account to your ESO account.

From the Steam Library, select The Elder Scrolls Online and press Play.
Allow the ESO Launcher to open, download and apply any required updates, and select Play.
From the in-game login screen, select the “I have an existing PC/Mac Elder Scrolls Online account” checkbox.
Input your ESO UserID and password and select Login.
Select Accept on the link confirmation window.
Your Steam account will now be linked with your ESO account! You can now log into the game and play by simply launching the game from your Steam Library. Note: only one ESO account can be linked to a Steam account.

If you are not prompted to link your account when launching ESO for the first time, you should temporarily disable any firewalls or antivirus software you have and try again. Once your accounts are linked, please remember to re-enable your security software.

Note: If your version of The Elder Scrolls Online was not purchased through Steam, you will not be able to link your Steam account to your existing ESO account without purchasing a new copy of the game on the Steam platform first.

I have a similar situationwith an older account I'd like to access. One tip - if you can remember a payment method from the purchase ( or a licence number } you used at the time, support can help figure it out. You can also contact the manufacturer.
