You need to be physically located in that country to change your Steam location.
And you need valid address and payment method from that country.

This exists to stop people from purchasing games cheeper from other regions.
If you bought the key from another website, ask them for refund or give away that key to a friend who lives in Russia.

Doing this with a key from one country and a billing address from another is a good first step to getting your account restricted.
