You might be better off asking at the official game-specific forum via :
  • the forum-link on the right sidebar of your game-library ;
  • or via (right lower corner) View Friends List -> Tab Groups -> {game-group}
  • http://steamcommunity.com/discussions/#games -> Search. The group labeled "Gamehub" is their official forum on Steam. ;
  • the link to search for community groups on their Steam Store page. The group labeled "Gamehub" is their official forum on Steam.
Turn on Vsync.

He means A 60htz monitor can only display 60 frames per second. Your GPU could be churning out 1000 frames per second, but only 60 would ever be displayed.

Seeing your recent games profile, does it happen on csgo and dota2 only?

Open the game and type fps_max in the console. You can add your preferred value if you like

ex. fps_max 200 -> fps_max 999

Open Nvidia control panel, navigate to 3D settings, scroll all the way down to the bottom and enable Vsync.

Yes, but some games have built in fps limiters, some can be removed others cant. For example csgo has a default fps limiter set to fps_max 300 in the console that can be overwritten. Other games like MKX is locked to 60 fps and cant be edited.

i only play 2 games which are dota and cs so i need to somehow fix this issue i understand i wont get extreme fps on dota but on my old laptop i could run cs on 250 fps max settings
have you tried to type fps_max 999 on the dota2 and csgo console, does it go above 200 fps?

Turn off vsync, it locks fps to the monitor's refresh rate
