As long as you don't log out of the Steam client before disconnecting from the internet, you can start and run the software through Steam without an internect connection. So even if you exit the Steam client (more than just closing the windows, but ending the steam process), or restart your computer away from an internet connection, or turn your computer on without an internet connection (whether you shut it down with Steam running or not, or with an internet connection or not), as long as you logged into the client, check the option to "stay logged in" or "remember this account," and don't log out, you can still run the software.
If you have to start Steam without an internet connection, if you checked the "stay logged in" option before, then it will be able to launch Steam in Offline Mode, where you can still run your software.
Thats a pitty, because prices are good, but I dont like steam client and requirment to run it.
1 - go to the client in the software folder choose the exe and create a shortcut then right click the new exe shortcut in there in target tab go to the end of cammand and leave a space and type -nosteam and then oky in most tools and software this will work in other cases it may not its a roll of the dice hope this helps
