Steam will always show all installed games on the pc, even if they belong to different accounts.

While I don't see my Black Ops III on the exclusion list on my end, have your brother go here:

I'd say region, but you and your brother are more than likely living in the same region anyway.
Could use sfs-select to temporarily disable the other libraries and see if Black Ops III then shows up. http://steamcommunity.com/groups/familysharing/discussions/0/540736965953254153
Alternatively, make a copy of the config.vdf
Exit Steam, alter the original with WordPad. Remove everything from underneath [AuthorizedDevice] except your brother's entry. Restart Steam.
