• Operating System (i.e. Windows 10)
  
• Are you in the Steam beta?
  
  If you are
  1. Go under
     

     -- Steam\package

  2. Remove the file called beta
• Use any launch arguments like -tcp ? Try removing them temporarily.
  
• Wi-Fi / Cord / Powerline?
  
• Antivirus? Have you tried putting Steam in its real-time scan exceptions and seen if Steam then boots up?
  
• When did it last work? Have you installed/updated something since that could've resulted to the issue? Can you retrace your steps?
  
• Tried Selective Startup and seen if Steam loads there?
