Also note that the graph has a line and a bar graph. The bar graph is your download speed. The line graph is the disk usage. Its possible for a patch to downloda only 100MB of data, but then subsequently spend 15 minutes patching a 10GB file locally. Thus its not downloading anything but its churning away on thta 10GB file. Watch if the green line graph is showing disk activity
If its not disk activity, then try to change your download region in steam
