And no you wont get a ban for that.
Well he wants to lock achievments again so that he can do them again in the game. I can even understand that to a degree, it would be fun to play a game you already finished as if it was "new".

What you can do ist make a new account and family share the target game to that account.
The new account has no achievements in the game and can do them all again.
That would be an easy "legal" way without using any programs.

There are only a couple of cases where this is true in games where an achievement is trigger based but can only occur once on an account, which is a very rare occurrence. In the vast majority games while they may not unlock again retroactively in an existing save, if you start a new save there's nothing in place that would prevent you from unlocking them again. Steam only tracks achievements via a simple 1, 0 flag and SAM can set that flag to either which can be verified with the API or XML community data.
The game in question is La-Mulana. I'm kind of on the fence about the whole thing. If family sharing works then that might be the better option.

Anyway i've proposed a more radical solution, wherein people are allowed to freely unlock and relock achievements as much as they like, but it's not exactly a popular idea. But the reason I proposed it is because of situations like yours. As well as that wherein people "accidentally" unlock achievements by going to stuff like modded TF2 servers. And those times when people want to play a game without getting achievements. And also, on the flipside, for those achievements that are broken and can't be unlocked through intended means.
it's the same for me, i was playng unturned on a local server and the admin used a command prompt to give me stuff i didn't want. this caused many achievements to unlock that i didn't want yet.
Does this apply to all games? and if not is Unturned among them? this is the only game this happened to me and i really hope that i can still unlock them again. thanks in advance for helping.

Yes but I do not own the games. So maybe one day I will buy them and play them and if they auto unlock then I guess whatever. But for now I am just not a fan of having achievements for games I do not own show up. But SAM cannot even add them or what not so I do not even know if there is a way to relock them even if I tried
