What is a " LIVE SERVICE GAME OR GAMES AS A SERVICE " ?
How does it effect the consumers in a negative way also what are the benefits for the devs?

Used tobe called an MMO in the old days -- it's an online game where they occasionally add new content.

cant play offline or when the servers go down?
In theory, it's a game which gets updated with new content over the years, gets re-tweaked, rebalanced and changed over a long period of time. Practically applied though, it's pretty much a legalized scam where the companies want a LOT more than they actually deliver.
