The US Dollar isn't official currency in India so no.

If you indicate that your steam region is India, you must pay with a payment option from India so a debit or credit card issued in India. Or a gift card denominated in Indian currency.

It should. The Gift Card amount will just autoconvert to the account's currency based on the current exchange rate used by Valve's bank.

dont buy gift cards that are not in the currency your account uses, they may not work.

OP Maybe you should drop support a line on this . They would honestly be the best ones to ask and this is one of those things that is in SUpport's domain.
