Just from phone number its unlikely, but if they had other info it could increase the chances.

Your free to use it, its just you do so at your own risk with no guarantees from Valve if your account is compromised and you lose all your money and items.

Just don't come crying in the forums when your account gets hijacked and your items stolen.

When it happens use the search function to find one of the million threads about this and follow the instructions found in pretty much all of them.
