I need to contact them about a refund because they only anwser with a bot, but i havent actually played the DLC becasue its not playable. So i need to contact them personally

Then on the refund page, clearly state why you are entitled to a refund. If the request is denied again, then you have your answer.

If its Ark DLC per the steam rules it doesn't qualify for a refund as it gives you an in game pet that is immediately redeemed

No, you can wait for the DLC to release and can always create a manual ticket and ask for a refund, but it would be at their discretion. The DLC was delayed, its not like your not going to get it.
