I believe Valve tries to avoid controversy. As this is an ongoing military conflict, they might consider it tasteless or dangerous to publish it on Steam at this time. But on the forum likely nobody will be able to tell you the answer. You might want to directly contact Valve, i.e. look up their contact information and write an e-mail. I think this is better than opening a support ticket, as the support is working hard already and likely won't quickly get the necessary information.

EDIT: Apparently this runs now also over the help site, so it might be the support you should ask.

They will not divulge information on a title if you did not create the title.

The game devs are told why. Ask them.

The standard response will be "China makes up a big market for Steam so they can't release a game like that". That may be a factor but I don't think it's good for ANY corporate company to get involved in politics in this way in the first place. Especially a ♥♥♥♥♥♥♥ game dev and publisher. Really.

When I log onto Steam, I just want to play games. There is no reason at all to make this game. It's just a dumbass stunt by the devs I feel. The situation in HK has been on the news for weeks now. Everyone who cares and doesn't live under a rock knows about it and knows what's happening.

One of the few moves by Valve that I actually agree with despite being controversial.

Well no the standard response will be "Valve do not allow games designed to push a political agenda".

Have to wonder how those wanting the game on Steam would feel if it was about subduing rebels in Hong Kong instead.

Well of course they wouldn't admit it but let's be honest it's probably a factor. They have to look at any potential thing on their store from a business standpoint. Will it make us money or lose us money?

But that's not even my point. The point is Valve as a company would not get involved because they are game devs and publishers. Not a political party or in any way involved in politics. They make and sell entertainment. That's it.

Just because it's written on the poster or whatever doesn't make it true. Steam doesn't "publish" games BTW, they sell them.

Steam want to make in roads into china and they don't want to be upsetting the chinese government. Same with blizzard and others.
