I'll check on the HRT -- I did have Dynamic Res Scaling off (I hate it, always turn it off if I see it) -- Turned off the FidelityFX CAS as well, straight away)
It's not his end. The dev's need to release a patch with the game optimized to run on their hardware.
Under Nvidia control panel, by right clicking on your desktop and then selecting Nvidia control panel.
In there you can select Manage 3D Settings
go to the program settings tab
select the game from the add button
then you can change Power Management Mode from Optimal Power to Prefer Maximum Performance.
Poor development. Shame.
