That way you can replace your gear with better stuff, but keep the same look, if you want.
To apply the cosmetic, go into Gear, hover over (do not press) the item you want to change, and in the pop up it should show a button to change the cosmetic ('F' by default if using K&M).
Mine just showed up, once I realised how to use them, changed some glasses into the mask.
Did you get the prompts on first start to add the bonus items to the game?
They should show up under 'Additional Content', I have three items, with the middle one being the pack, that includes the mark. Big green tick to shows they are activated.
