If u want zen, buy it from the official site if u can, u get more Zen for your money!
1. Click on Steam at the top next to View.
2. Click on the In-game tab
3. Put a check in the Enable Steam Community In-game box then click ok.
4. Log back into STO and try to buy zen with steam wallet again.

WHat happens is you get a box that pops up from steam to continue your transaction...you then have to choose which money you want to add to your steam wallet witht he very top selection being an amount with tax to complete the transaction. After that you must select the pay for it stuff then select if you will complete your transaction. By not doing some of these things the transaction will be canceled.
Again every box tell you this...so its not some mystery or error.
If you are buying from them direct you dont even have a steam option....thats becasue you are doing it through their website....processing that way entails allowing them to authorize the transaction....and they will tell you that some of those vendors dont instaly give you zen.
PayPal i find is very fast....unles syou dont have a validated paypal account in which case you might have reached your transfer limit.
