Just re-installed after not playing for a few years, only to find all my toons wiped! Did they organise a cull at some point?

yup you got hacked. No mmo company would delete players chars its bad for business even though they legally can do what they want with your chars.

Might have happened if you didn't move your Cryptic Account to a Perfect World Account because when Perfect World took over the game a while ago.

Yes, and after moving to Perfect World, the hole game went toward to ARC, so there could be an additional step to get all active... but there are some FAQs about this stuff:
