Counselling sessions

does anyone know how to get this to work? I've played to level 50 and never ever been able to get any counseling session to work. It says that the crew members are available and I can assign them but the start button for the session is always greyed out. No where does it say I'm missing anything.

I've never known it NOT to work, as long as you've a free assignment slot and an unassigned Counsellor doff. There aren't any materials needed or any other special requirements other than that.
