At least Palmer or buck doing that would be believable.

Think about it from a technical and scientific stand point. Spartan Is have the least amount of augmentations and are all dead, Spartan IIIs are soldiers who volunteered to receive a weaker form of augmentation and still have emotional attachments and Spartan IVs who are former soldiers, operatives or spies that have been recruited/offered/signed up to join the Spartan IV Program but are still emotionally weak and have the least experience out of all the Spartans. No let's look at the Spartan IIs. Spartan IIs are children kidnapped at the age of 6 who are trained with the same level of degree as soldiers up until the age of 13 - 15 where they would then receive the dangerously, enhancing Spartan augmentations. Those that survived the Augmentations would then continue to be trained at a higher level of military combat and exercise and eventually receive their Spartan armour. After receiving this armour the level of danger present in their missions would increase. Now let's look at Master Chief. Not only is he a Spartan II, he is the Spartan II. He was humanity's last hope after the destruction of Reach up till the events of Halo 5. He fought and destroyed Covenant attempts after attempts, stopped the flood and Finish The Fight alongside Arbiter. With all this information not only would it show that Spartan IIs are stronger but that even if they aren't Master Chief is undoubtedly stronger than Spartan Jameson Locke.

if he just shrugged off locke's punch and broke his arm by twisting it with a single hand it would've been a better cutscene, locke couldn't even assasinate the Arbiter so imagine the Master Chief

Which is why chief won the fight. Lol. And they both had decades of experience, its not like Locke was Luke Skywalker or something
I've watched Halo: Nightfall and Halo: The Fall Of Reach and no way "ONI Secretary Man" shouldn't be able to take Master Chief. Yes they do have decades of experience but one of them has more experience and more training. That Luke Skywalker thing feels insulting but Luke triumphed because he trained and prepared along with having the Light side of the force on his side. Something that isnt known much is that the movies have multiple years between them, they dont take place right after each other.

Pretty sure Master Chief's armor was upgraded though, Cortana herself says she upgraded his armor at the beginning of Halo 4, I Think the spartan 4s have better armor excuse is bs

That entire sequence (Chief falling from space) is narrated by Cortana specifically saying she picked John-117 because he had something the other Spartans did not.

As we know the Arbiter was in charge of the fleet of particular justice (think that's its name) whilst his assassination was in the works, I think it was more called off after the allied agreement between humanity and the elites, as in one cutscene locke and Vale are talking about it, in the end he says that and I quote 'things changed' when asked why he didn't

Yes that's the name of the fleet
Locke had years to assassinate Thel Vadum (The Arbiter) and still failed but after the truce we assume the attempts came to a halt
And that cutscene just raises more questions and what do we get, "things changed"
