Squad Dorfs all tired, wont sleep

All my military dwarves are perma tired, and won't take the time to rest properly. it says they are "individual combat drill/rest" most of the time, I don't even have them set to training.
There are enough beds in the barracks, and each dorf has their own bedroom, I have tried toggling the "squad sleeps here" option in barracks zone setting. I have tried changing the squad sleeping orders, it was set to at will/bedroom, and i've changed it to at will/barracks but thats not working. They are currently in a burrow in the barracks and thats not helping either.
They will sleep 1-2 at a time, but as a whole, even when not training or deployed the squad dwarves just run around tired

at will/bedroom, with their burrows including their private bedrooms, does that help?

It defaults to at will/ bedroom. ill try adding their rooms to the burrow. It might have something to do with the mod pack im running, altough that seems unlikely

After putting them into a burrow with their rooms included, the trend remained roughly the same, 1 or 2 will sleep, but the rest will continue to "individual training/rest" which is weird and i think the activity is bugged or something
