Where can I read about the activation?

What do you mean by 'after installation'???
Here it is - the problem - I have installed FPS Monitor. Moved steam in offline mode. Started that software from steam and - no luck - it says 'no steam interface'... It's VERY weird, cos I've launched it exactly via steam client...

Read the instructions to the end. You do not need to run from the Steam client itself. Create a desktop shortcut from the folder where the program is installed and run FPS Mon from it. From under Steam you need to run only to reactivate the program after the update is released.

In this case the Steam client can not be started at all if you want. It works in this case in the same way as the version from the site. Just launch by shortcut.

As you said, create a shortcut from the ...common\FPS Monitor folder on the desktop and launch the program by the shortcut, either without starting the Steam client at all or if you need offline mode, then turn it on (it doesn't matter). A new version is coming out, run the Steam client online and update the program. Run the program by clicking the button in the Steam library and the program is reactivated when loaded. That's it, you can close the program and turn off the Steam client (or offline mode) and run it from a shortcut to the root folder.
