FPS Issue (Need Help)

Just bought the game today having thought my specs are good enough to play the game in mid-high setting in 1920x1080p

Specs:

GPU - GTX 960 2GB

CPU - i7 3770

RAM - 12GB

Not sure why im getting really unstable frames on every setting even when i lower the res, ive tried turning VSync on in control panel for my GPU also tried lowering the res by 1, tried every setting from ultra down to low, Mid seems to be best but still get alot of chopping and frames drops, is there any way via code tweak mods or anything i can do to fix my fps and get something stable/non-choppy before i refund the game?

The game just doesn't support high refresh rates for some stupid reason, if you have one of those displays force your desktop to 60hz before playing and it will be a lot smoother.
