thats most likely a false positive, windows defender does that sometimes

Your computer is (probably falsely) identifying it as a possibly virus or other piece of malicious software.
It's not saying your computer isn't strong enough, it's that your computer's anti-spyware/malware defense software is suspicious of the Mod Helper.

Side note, please turn off caps. It reads like shouting like this, and it's unpleasant.
