It's Steam being Steam, likely due to how the game files are setup. Likely due to compressed archive files or some such thing.
For me, it said the update would be over 130GB.
During update, it downloaded 4.9GB.
When it was done, it stated the update was 198GB.
My install was around 63GB before I started the update, and went up to 68GB when it was done.
The update file was only 4.5 GB,
If you update a 40 GB file and change only a few bytes it's still 40 GB which get processed/updated.
Most likely that's where the huge number comes from. Here you could blame Steam for not properly distinguishing between downloaded data and processed data.
Despite that, I already hinted months ago that you might need in the very near future a terabyte disk for the game alone.
It's mainly because of the 4k textures or surfaces or generally: assets. They become really huge.
