Keyword here is : "regional pricing"
"regional pricing" is something set by the Publisher / Dev that controls the prices on what they want from that currency / country. When they say they support regional pricing, it means they may, or not adjust the prices for the currency, either A) Same value for what they want in the currecny example of wanting pay same cost in one country, or B) adjust the prices to that country money ecomony difference, either charge more, or less.
When having issues with not agressing for their "regional pricing", best you can do is contact them to look into it, and hope they adjust it to your liking for your currency / country, but ultimately it's up to the Publisher / Devs that control the prices. When you said $200, I assume you meant by upto that amount in USD for conversion from another currency, which R$200 is not a equivalent of $200 USD doesn't matter where in the world, it will never be equivalent of to each other, unless they have the same buying power for 1 to 1, the issue is that of the currency buying power, and that's all there is, if Brazil can somehow make their currency gain more buying power, then yes the prices will lower for the video games, in Brazil, but again the Pubs / Devs will need to adjust the prices themselves when it comes to that.

Charging $59 in Brazil is a dumb move. Basically no one here bought the game. Too bad for SE then because i'm sure 95% of the people here will probably pirate the game out of despite for SE's publishing business while the actual developers of the game don't deserve its sales being hurt by piracy.
