Re-downloaded the game to see if a full download would change anything, but nope, it's still a no-go.
Patch notes:
Fixes: AA now partially working, hacking minigame works as intended
New: Extra DX11 folder that only launches the DX12 Version! Surprise!

53 FPS all settings max 1080p DX11
52 FPS all settings max 1440p DX11/12beta and DX12 release
67 fps all settings LOW and OFF 1440p DX12 Release
Like one user said 6 months ago. DX12 won't miracle fix the engine issues. It will make the drops smoother so the GPU catches up faster just because the CPU and GPU works smoother together. Lets hope for frequently performance patches now as the DX12 "Feature" is here
This is the changelog.
1. Fixed a bug where Non-DX12 Graphics Cards tried to initialize the DX12 mode (via Microsoft Reference Adapter)
2. Fixed a bug where the Fullscreen Toggle could lead to a crash
3. Added an error message when a user tries to start the DX12 version on a very old Windows10 version that doesn’t yet support the Agility SDK
4. Fixed a bug that occurred when the graphics card didn’t support the requested Depth Stencil Format by adding fall back formats.
5. Fixed a bug where the moon is too bright in the DX12 version.

After the newest patch, I now have to change a resolution to a native one, each time I start a game...
We are aware of this issue and looking into it asap.
