Report a translation problem
I think the smuggler was being scolded for giving a tape to his neighbour.
But the boss scolding the smuggler because of that doesnt seem right. Giving a tape is optional and happens after the bar meetup.

The two times you see the effects of the tapes, they kill no one.
Maybe relisten to Dispatcher's briefing to Smuggler again to understand why they didn't change her too.

You say Smuggler is a guy, but to listen to Dispatcher's briefing to Smuggler to understand why the tape didn't change "her". Did you mean the Dispatcher's briefing to the Assassin near the beginning? I do remember something about a mantra.
Calling the person talking to the Assassin a Dispatcher is kinda confusing because she talks to a 911 dispatcher at the end.
Unless I'm misunderstanding something.
