The best thing to do with Gandhi is invade and kill him before he gets the War Elephants , Nuclear Fission / Advanced Ballistics or if you control the UN get Nuclear non-proliferation.
If you look at Gandhi he is very peaceful except for his Build Nuke and Use Nuke values. Those are set at 12. The next highest is set at 8 for both of those. Most Civs have the value down at 5 or less.
He's peaceful, but he's nuke-happy. The joke comes from a bug in earlier versions of Civ related to when you got a certain thing all the AI aggressiveness went down by 2, but Gandhi was set at 1 so it gave him a negative value which bugged to the maximum value for a byte I believe, which made him extremely aggressive.

He will backstab you, always, and when nukes become a factor he will throw them at you for no reason whatsoever. Always make sure you have plenty of votes in congress and vote for nuclear non proliferation, he won't be able to do anything.
And other times...
The CIV that finds all of the other CIVs first gains 2 votes. All other CIVS gain 1 vote. The completion of the Forbidden Palance gains 2 votes. By the time this mathimatical format changes you will have the math laid for you. But as an early tip the number of city states that are allied with you garners votes.
