He takes the slightest aggression as if some one had invaded and destroyed 10 civs. If you ask him to stop settling near you he would probably Denounce or Nuke you.

The best thing to do with Gandhi is invade and kill him before he gets the War Elephants , Nuclear Fission / Advanced Ballistics or if you control the UN get Nuclear non-proliferation.

Gandhi is usually begging for gold rather than a threat in my games. That is until he gets nukes, then he is totally trigger happy with them. No problem provided you kill him before then.

Whenever I have Gandhi some AI has normally destroyed him early on. Or he has the few cities where he never does anything. Only been very few games he got to nuke me. Wish he did it more really. Just for the joke around him to make more sense.

If you look at Gandhi he is very peaceful except for his Build Nuke and Use Nuke values. Those are set at 12. The next highest is set at 8 for both of those. Most Civs have the value down at 5 or less.

He's peaceful, but he's nuke-happy. The joke comes from a bug in earlier versions of Civ related to when you got a certain thing all the AI aggressiveness went down by 2, but Gandhi was set at 1 so it gave him a negative value which bugged to the maximum value for a byte I believe, which made him extremely aggressive.

What? No Civ leader is peaceful, there is not a thing like that.

-Could you give me you well earned money of 7 turns total while in a golden age so you won't make any profit in your golden age? I'm a bit of in a pickle here.

-Sure gandhi,

-Doesn't say thanks and spends it on a bunch of research contracts with all his allies except you O_o

-10 turns later, could you give me money?, I'm a bit of in a pickle here.

-No, get lost

-Gandhi denounces you.

He will backstab you, always, and when nukes become a factor he will throw them at you for no reason whatsoever. Always make sure you have plenty of votes in congress and vote for nuclear non proliferation, he won't be able to do anything.

Gandi is aggressor 1 in civ games, so he's similar to Ceaser but more manipulative and deadly against a player who is not aware of his secret evil.

how do you get votes in congress?

The CIV that finds all of the other CIVs first gains 2 votes. All other CIVS gain 1 vote. The completion of the Forbidden Palance gains 2 votes. By the time this mathimatical format changes you will have the math laid for you. But as an early tip the number of city states that are allied with you garners votes.
