You don't offer any sufficient amount of information.
I updated my modded server yesterday to v0.216.9 and the world was upgrade perfectly fine.
And it's the same for I guess ~99% of servers/people/users.
So, if you just want to complain and rant without getting help just continue keeping all information required for others to actually help you to yourself.
Like: Versions, what you tried, and what not
World load failed mid-file
Failed to place all Grave1, placed 170 out of 200, swampruin2, fireHole ect ect ect
World db couldent load correctly, saving has been disabled as its not supported on this platform
Shuting down
Skipped world save
unloading unused assets
sending disconnect msg
I never had a modded server, vanilla
2. OS? etc.
3. Tried upgrading the world on a client instead of the server?
4. Tried restoring a backup of the world and upgrading that?
And there have been a few very similar reports in the last few days - dunno if any one of those was successfully solved but I suggest you search for them.

There is no problems when it comes to "my" local saves only in the dedicated server.
It works but when the game saves again (in the new format) it gets destroyed. Then i have to take the old backup again that has not been saved in the new patch.
Only affects the dedicated server as far as i know. When i take it back to "Old stable version" where the saves dont get smaler there is no issue
A) then stop using beta. (oh you mean normal version? Still a proper version number would be definitive instead of speculative ...)
B) Since you're mixing up what we are talking about (see "C)"): Server or Client?

C) Yes, transfered a copy to my computer, it loads the "old" world no problem, when i exit and go back it wont load, error loading world
I have the same issue, it's on deticated server (spillvert.no), server has been crashing since the 0.216.9 patch(I've not had time to play for awhile so didn't see it before now). When I test it locally i see same problem as @SneakyWoolCloth. Old file which is almost twice sice as the new works, when stopping and starting, error loading world. Quess the shrink db int he patch does remove something essential for playing the game.
