Can I gift this to a friend in another country?
I'm in Brazil and he's in Turkey, is it possible to gift this game in this case?

It depends on regional pricing and the developer. If either country pays less than the amount in USD then usually not. In that case you would have to buy a steam gift card and send that to your friend if that is available and legal in the countries in question.
You cant gift to people / accounts in other countries or lower priced countries. Thats the great globalisation for you.,.

What are you on about? A friend in EU gifted me the game which he purchased on sale there a week ago, and I'm in N America (not on sale, currently at least) -- the game plays fine.

Regional pricing. Some countries have economies that are poorer than the EU and the USA. Most developers follow steam's guidelines on regional pricing (countries that have poor economies play less for the game).

To prevent third party resellers from making a profit for nothing, Steam prevents buying cheaply in a poor country and reselling/gifting into a wealthier country.

For example Valheim is $19.99 in the USA. India is a poorer country. The price for Valheim is 880 rupees. On the international currency exchange a rupee is worth $0.012 USD. That means someone buying the game in India is paying the equivalent of $10.56 USD for the same game so Steam prevents people in India from buying Valheim and selling/gifting it to someone in the USA. Someone in the USA might be able to buy and gift the game to someone in India (I did not check to see if that is true) depending on Steam's rules and the laws in those countries.

Its still expensive in India based on average income. The regional pricing is a 40% discount but the difference in average wage is 3x (ie: the average wage earner in India makes 1/3 of what the average wage earner in the USA makes) so a 40% discount still makes it more expensive for someone in India based on their income and economy. If they had to pay full price in USD it would be the equivalent of a $60 game in India. The discounted price makes it more affordable but not equivalent.
I am living in Indonesia and i cant gift a steam game to my brother in Europe...... The other way around might work though but we didnt test it because it does not make any sense because, as knighttemplar1960 correctly stated, steam prices are substantially lower in coumtries like India and Indonesia.

You can buy steam key on third party markets, but i am not sure how reliable it is in other countries. Some time ago, long before all this kerfuffle, me, living in Russia, bought key for Barotrauma for my friend in Ukraine and just sent him a key
G2A my friend. you can buy global keys or regional keys there and give it to him, then he can activate it by pressing the "Add a Game" button in the lower left corner of the Steam Application.
