Maybe, but it was just an example. The question remains on why this restriction exists, because it obviously forces you into a certain playstyle which I find a pity considering how great the game is overall.
Im aware that I can travel by sea every time i have like around 1 stack of ore in my inventory, but honestly that's just a chore. Traveling by sea back and forth for 1 stack seems like a total grinder to me. Might be fun for a while, okay, but not every time i create a new game / character. That's just repetitive.
You wouldn't portal through with 1 ore every time right?
Stupid question. Why does the portal exist in the first place then?
If they want us to use boats why make portals? Aha, let's just make a restriction for metals, one of the most important items ingame so they HAVE to use the boat despite the fact you can create portals.
Seriously by that logic, I could just transport everything by sea. No portals anymore.

Portals make routine, like re-supply, repair much less grindy, less need to worry about re-stocks in FOB. Yet, main goal - metals, are much bigger loot, so it needs special delivery. This is not routine - this is a goal of most expeditions.
